CCT - Reforger Babel

Brings an ACRE2 Babel-style language system to Arma Reforger, creating a realistic language barrier between factions and adding a dedicated Interpreter role via the Military Interpreter Manual (Russian x English x Czech Dictionary).
FEATURES:
- Faction Languages: Each faction speaks and understands its own native language (US = English, USSR = Russian, FIA/CIV = Czech).
- Foreign Speech Audio Effect: When a player from another faction speaks near you over VoN, their real voice is muted and replaced by positional 3D voice lines in their faction's native language.
- Military Interpreter Manual (Babel): Carrying the "Manual de Intérprete Militar (Babel)" booklet (found in any Faction Equipment Arsenal or placed via Game Master) makes the holder an Interpreter.
- Interpreter Capabilities: Interpreters understand all factions simultaneously and, by default, are understood by all factions at the same time (or can cycle to a specific spoken language using the manual's action). Dropping or handing the manual to another soldier transfers the Interpreter ability.
