Summary
Civilians seek cover during combat situations
Description
I tried to make this include indoor shelter, but found it resulted in more failures than success, so this has been reverted back to civilians seeking outdoor cover then going prone. One attempt is made and they fail, they should drop to the gorund and not wander around during combat situations.
