Randomized objective selection and selected-base anchor deployment.

• Randomizes the next eligible offensive and counterattack objective instead of using a fixed base order.
• Deploys the communications truck, primary guns, AA, overwatch, and security package from the anchors nearest to the selected Test Framework base.
• Preserves the approved static-crew retention, fair capture window, and US/USSR capture-transfer behavior.
• Test Framework only; Operation Rainfall remains separate and unchanged.
